一、項目市場狀況及立項理由
嘉善魏塘名人文化旅游集散中心位于嘉善縣老城區的中心，是嘉善縣十五旅游發展規划的重點旅游區，具有濃厚的地方特色和深厚的歷史文化積淀。現有浙江省重點文保單位--吳鎮紀念館。吳鎮是我國元代四大畫家之一。歷史上還有嘉善名寺慈云寺和阿育王雙塔。花園路原為縣政府駐地，是嘉善政治、經濟、文化具有深遠影響的區域。它的開發必將帶動全縣文化旅游品牌的提高，其社會效益和經濟效益极其可觀。
二、項目准備進展情況
1、項目總体方案已明确。
2、項目已列入嘉善縣城市總体發展規划和嘉善縣"十五"旅游發展規划。
三、建設規模和內容：
以一苑、一街、一中心為主要建設內容，形成一個旅游娛樂設施、零售商店、文化景點、文化性經營相互揉合的游憩商務區（RMD)。
1、吳鎮文化園，擴建占地60畝，分四大區即：佛教文化區、古跡文化區、民俗文化區、書畫文化區、投資1億人民幣。
2、改造花園路為仿古式文化、娛樂、休閑、旅游商品市場和美食賓館步行街，占地10畝，全長310米。投資5000万人民幣。
3、興建旅游集散中心占地10畝，集影院、旅游交通（包括大型旅游停車場）、票務、各地旅行社、景區、賓館、代辦點、旅游咨詢為一体的旅游集散地，投資3000万人民幣。
四、財務評价
1、項目計划總投資：1.8億人民幣

I. Market Status and Proposal
Jiashan Weitang Celebrity & Cultural Travel Centre will be located downtown old zone of Jiashan County, which is the key tourist zone in Jiashan Tourism Development Plan (1997 * 2002), and a cultural heritage with strong local characteristics. There is a key cultural relic reserve of Zhejiang Province * Wu Zhen Memorial. Wu Zhen is one of the four major painters of Yuan Dynasty. Famous Ciyun Temple and King Asoka Twin Pagoda were also there in ancient times. Garden Road was the location of the former county government, and the political, economic and cultural centre of Jiashan. Its redevelopment will promote the brand of the whole county, and bring considerable social and economic benefits.
II. Project Preparation:
1. General scheme confirmed.
2. The project has been listed in Jiashan Urban General Development Plan and Jiashan Tourism Development Plan (1997 * 2002).
III. Scale and Content of Development:
A Rest-Commerce District (RMD): one garden, one street and one centre as major construction,
including recreational facilities, retail shops, and cultural spots.
1. Wu Zhen Cultural Garden of four major areas (Buddhism Culture Area, Historic Site Area, Folk-custom Area, Chinese Calligraphy and Painting Area), covering 4 hectares and invested RMB 100 million.
2. Garden Road reconstructed into an antique style pedestrians* street of culture, amusement, recreation, travel commodity market, restaurants and hotels, covering 0.67 hectares, 310 meters long, invested RMB 50 million.
3. The Travel Centre gathers cinemas, tourism traffic (including a large travel parking lot), ticketing service, regional travel agencies, scenic spots, hotels, other agents or consultation service as an organic whole, covering 0.67 hectares and invested 30 RMB million.
IV. Financial Estimation:
1. Total investment: RMB 180 million
2. Payback rate: 30% at estimate
3. Payback period: 42 months
