    馬鳴漾位于西塘古鎮區南首，四面環水，緊挨善江一級公路、紅旗塘一級航道，水陸交通十分方便，是西塘古鎮旅游的延伸和配套，它的開發必將促進古鎮旅游業的進一步發展，同時也將給自己帶來极其可觀的社會效益和經濟效益。

    1、 項目總体方案已明确。
    2、 項目已列入西塘鎮古鎮保護与旅游開發規划。
三、 建設規模和內容：
    規划建設成一個商貿、餐飲、休閑娛樂、會議中心，占地400畝。
四、 財務評价：
    1、 項目計划總投資5000万元人民幣。
    2、 优惠政策及回報：經營期十年以上的三產服務業，自獲利年度起3年內企業繳納的所得稅由地方財政返還，自獲利年度起4-5年內由地方財政返還50%。
    3、 投資回收期：3-5年。
五、引資方式：外方資金、中方資金、民間資金。
六、合作方式：獨資或合作。
七、項目方可提供的條件：土地和資金，省、縣政府給予的优惠政策。

I. Project market status and reason of project establishment:
    Mamingyang is located on the southern side of Xitang ancient town area, surrounded with water on all sides, leaning close against Shanjiang first-class highway and Hongqitang first-class waterway with very convenient water and land traffic transportation. As an extension and component of Xitang Ancient Town Tour, its development will surely promote the further growth of tourism for the ancient town and meanwhile will bring itself extremely remarkable social efficiency and economic efficiency. 
II. Project preparation progress status:
    1. Project overall scheme has been clarified.
    2. The project has been listed into the Xitang ancient town protection and tourism development program.
III.Construction scale and contents:
    It will build into a commercial and trading, eating and drinking, leisure and entertainment and conference center with a land occupancy of 400mu.
IV. Financial evaluation:
    1. Project planned total investment is 50 million RMB.
    2. Favorable treatment policies and callback: For the 3rd-industry services enterprises, the income tax submitted by the enterprises will be returned from the local finance within three years starting from the year when making profit and a 50% will be returned from the local finance within 4 * 5 years starting from the year when making profit. 
    3. Investment reclaiming term: 3 * 5 years.
