一、 項目市場狀況及立項理由：
汾湖地處江浙滬二省一市交匯處，距上海50公里、蘇州60公里、杭州80公里。到區道路均為一級以上公路，北靠318國道，南經善江一級公路，連320國道和滬杭高速，交通十分便捷，旅游區將"水文化"、"鄉村文化"和"生態游"作為汾湖旅游度假區的主題，設計年最大旅游容量為350万人次、市場定位是江浙滬，面向全球。
二、 項目准備進展情況
《嘉善縣汾湖水上森林度假區》規划已批准實施，旅游區內寬34M、全長2950M的汾湖堤和嘉善縣划船中心、嘉善汾湖果園等項目已建成，嘉興汾湖度假村、嘉興汾湖植物園等項目正在建設過程中。
三、 建設規模及內容：
嘉善縣汾湖水上森林旅游度假區總体規划面積8.30平方公里，其中汾湖水面面積約3.77平方公里。以水為中心，建設三個帶，即：內汾湖水上娛樂帶、湖岸旅游景觀帶、外層旅游活動帶。具有五個功能區，即：汾湖水上森林娛樂休閑區、汾湖水村鄉土文化旅游區、汾湖漁村民俗娛樂區、汾湖水上娛樂活動區、汾湖田園風光度假區。
四、財務評价：
1、 項目計划總投資：一期投資為2.5億元人民幣。
2、 投資回報率：預計17%。
3、 投資回報期：3.3年。
五、引資方式：中方資金、外方資金、民間資金。
六、合作內容：獨資式合作。

Project Name: Jiashan County Fenhu Water Forest Tourism Vacation Site

I. Project market status and reason of project establishment:
Fenhu is located at the junction area of the two provinces and once city * Jiangsu Province, Zhejiang Province and Shanghai Municipality, 50km away from Shanghai, 60km from Suzhou, and 80km from Hangzhou. All the roads leading to the site are all the first-class highways and above, leaning against 318 State Highway and connecting with 320 State Highway and Shanghai-Hangzhou Expressway through Shanjiang First-class highway on the south, with very convenient traffic transportation. The tourism site takes "Water culture", "Village culture" and "Ecologic tour" as the theme of the Fenhu Tourism Vacation Site with a designed annual maximum tourism capacity as 3.5 million p/t and a market location in Jiangsu province, Zhejiang province and Shanghai municipality facing the whole world.
II. Project preparation progress status
The layout of "Jiashan County Fenhu Water Forest Vacation Site" has been approved for implementation. Fenhu causeway in 34m width and 2950m length and Jiashan county boating center, and Jiashan Fenhu orchard and other projects have been built up. Jiaxing Fenhu Vacation Village, Jiaxing Fenhu Botanic Garden and other projects are under the construction.
III.Construction scale and contents:
Jiashan County Fenhu Water Forest Tourism Vacation site has an overall programming area of 8.30km2, of which the area of Fenhu Lake water surface is about 3.77km2. The site will build three zones centering on water, i.e. Inner Fenhu Lake water amusement zone, Lakeshore tourism sight zone and Outer Lake tourism activity zone with five functional sections: i.e. Fenhu water Forest Entertainment and Leisure Section, Fenhu Water Village Native Soil Cultural Tourism Section, Fenhu Fishing Village Fold-custom Recreation Section, Fenhu Water Amusement and Play Section and Fenhu Rural Scenery Vacation Section.Fenhu Water Amusement and Play Section and Fenhu Rural Scenery Vacation Section.
IV.Financial evaluation:
1. Project planned total investment: 1st-phase investment is 250 million RMB
2. Calculated investment returning rate: Forecasted at 17%
3. Investment callback term: 3.3 years.
